Yes, #AltText is essential for accessibility for visually impaired people, and should be strongly encouraged. But incompatible access needs are a thing. Not always having the spoons to write alt text is also an aspect of disability. So is not having the ability to write alt text at all. Not all of us are fluent writers, or even able to write text at all, either temporarily or permanently. Surely, if someone is only able to communicate in images, they should be allowed to post those images.
