When I need names from a specific time period I will often mix and match first and last names from contemporary baseball rosters and society columns. You get a nice blend of era-appropriate weirdness.

For myself, I suppose I'm a bit old school in that I have a specialized Word document I created. I usually have one per story and I'll keep track of all my characters in it, with a ToC so I can easily get to anyone's notes. It contains things pertinent to the story like background, magical powers, unique traits, relationships, etc. And I can add unique categories as needed.
