hey does anybody know an android phone model that's fully unlockable, has decent third party ROM ecosystem, and that doesn't count a fucking fortune?

for some reason a lot of the more open android phones i find tend to cost a lot, while cheaper ones unfortunately tend to be super locked.

maybe i haven't been looking hard enough, but still help would be appreciated
