A treaty would be a real, testable agreement between all parties, made by serious people respecting the process etc etc. A deal, on the other hand, might be a Trump thing - maybe not real at all, certainly not agreed to by everybody, may never be, put together by unserious people, not involving those who need to be involved, touted as progress. Also another word for successful blackmail, extortion, bullying...
