(from Chanda Prescod-Weinstein's email)

"Schedule F is one of the systemic changes that frightens me the most.

What’s Schedule F? It’s a proposal by the Trump Administration to remove safeguards that ensure federal civil servants are a politically independent body.

Imagine the career civil servants who safeguard drinking water being selected by Nestlé after they’ve paid for a fancy dinner at Mar-a-Lago. Imagine Chevron choosing the clean air regulators at EPA after they’ve made a big donation to JD Vance. Schedule F is a fucking disaster.

  • Copy and paste the below into Submit Comment field and edit as you see fit

  • I oppose this proposed rule in its entirety, and every section of the proposed rule, as it allows for the reintroduction of a "spoils" system to the federal civil service. The proposed rule allows any given Administration to replace the nation's professional cadre of policy experts who serve the Constitution across Administrations with individuals who subordinate their duty to the Constitution and the law to partisan loyalties.
  • I oppose the creation of the Schedule Policy/Career as a new category of Excepted Service under 5 CFR Part 213. Moving career civil servants into a category of at-will employment makes those civil service positions vulnerable to political manipulation and influence, including by putting those employees at risk of termination should their efforts to uphold the federal oath of employment to defend the Constitution conflict with a political appointee's belief that the employee has failed to "faithfully implement administration policies to the best of their ability," as required under the proposed amendment to Sec. 213.3501(b).
  • I oppose the amendment of 5 CFR part 752 that removes the right of career civil servants to appeal the transfer of their position into an Excepted Service category, including the proposed Schedule Policy/Career category. The removal of such protection violates the Fifth Amendment due process rights of federal civil servants, specifically by removing the employees' interest in their tenure protections. See Cleveland Bd. of Educ. v. Loudermill, 70 U.S. 532, 541 (1985).
  • The proposed amendments to 5 CFR Part 213 and 5 CFR part 752 are, additionally, contrary to Congress's intent to create a merit-based civil service free from undue partisan political influence, in accordance with the Civil Service Reform Act of 1978 and the Civil Service Due Process Amendments Act of 1990. Congress has determined that an effective and efficient federal civil service must be protected from partisan and improper influences. The current Excepted Services categories are intentionally limited and narrow in scope to properly carry out Congress's intent. OPM may not choose to disregard Congressional mandates in the manner proposed in this rule."

[PSA] OPM Proposed Rule Could Politicize the Civil Service — Public Comments Due by May 23

Heads up: The Office of Personnel Management (OPM) is proposing a rule (OPM–2025–0004) that would let the President fire career federal employees in certain policy-related roles at will—with no due process and no right to appeal. This is basically a rebranded version of Trump’s old “Schedule F” plan, now called Schedule Policy/Career. These jobs would technically remain “career” positions, but the people in them could be fired for any reason—or no reason at all. These are not political appointees. These are career professionals—scientists, policy analysts, economists, legal experts—who implement laws passed by Congress and serve across multiple administrations. They swear an oath to the Constitution, not to a president.🚩 If this rule goes into effect, we’re talking about:A major rollback of civil service protectionsA pathway to loyalty-based hiring/firingIncreased fear of retaliation among whistleblowersInstability in long-term governance (especially across transitions)This opens the door to political purges of the federal workforce—something the U.S. has historically rejected in favor of a merit-based, nonpartisan civil service.🗣️ You can submit a public comment through May 23. Even a short comment helps show public concern.📍 Link to comment: https://www.regulations.gov/document/OPM-2025-0004-0001Let’s keep career public servants focused on the law and the Constitution—not partisan loyalty.OPM #ScheduleF #CivilService #Politics #Rulemaking #Democracy #PublicComment #MeritNotLoyalty

DOGE Was Bad. Schedule F Will Be Worse.

In the waning days of the first Trump administration, the White House announced a plan to convert an estimated 50,000 government employees to a status similar to political appointees—meaning that they would become “at will” hires who serve purely at the president’s pleasure. Schedule F, as this plan was known, was never implemented then and was revoked immediately under Joe Biden’s presidency. But now the policy is back, formally resurrected by executive order on April 18. If this new-look Schedule F survives the inevitable court challenges, it will mark a major step forward in a MAGA quest laid out by J. D. Vance in 2021 to “fire every single mid-level bureaucrat, every civil servant in the administrative state,” and “replace them with our people.”

I give all this until July...

As I've mentioned a few times, the Trump regime is undoubtedly aware that there will be opposition inside the US federal workforce to its plans to repurpose the machinery of state to accomplish objectively fascist objectives. Which is of course why they're also working to give Der Leader the power to purge anyone who won't enact their heinous ideology in government, and presumably replace them with Heritage Foundation-trained obedient little nazis; as was leaked during Trump's 2024 election campaign.

As this Common Dreams article notes, this plan was originally called Schedule F when Trump tried to enact it near the end of his first term, but the fascists haven't abandoned the project because it's a vital step in enacting their reactionary, Christian Nationalist agenda. Now Trump is attempting to progress this ideological purge and restacking scheme forward under a new title, "Schedule Policy/Career," to ensure nobody with a conscience inside the government sticks around long enough to object to their fascist activities.

Trump Advances Plan to Fill Federal Government With 'Political Cronies'

    https://www.commondreams.org/news/trumps-schedule-f-plan

"Everett Kelley, national president of the American Federation of Government Employees (AFGE), said Friday's announcement was the latest "in a series of deliberate moves by this administration to corrupt the federal government and replace qualified public servants with political cronies."

"President Trump's action to politicize the work of tens of thousands of career federal employees will erode the government's merit-based hiring system and undermine the professional civil service that Americans rely on," said Kelley. "Politicizing the career civil service is a threat to our democracy and to the integrity of all the programs and services Americans rely on."

On some level, what the regime is attempting to do here amounts to a "jobs for cracker Republicans, and nobody else" program. But none of the stories about Trump politicizing the American government can be properly contextualized in a vacuum. The fact is that this is a fascist regime, attempting to force the entire US government to enforce a fascist "unreality" on society that would justify and enable their Christian Nationalist plans and intentions. Every single horrible thing Trump wants to do, every single idea the nazis want to turn in its head to harm rather than help people, becomes easier if the regime can purge opposition from the government and stack thousands of civil service positions with folks who ideologically support all this fascist bullshit.

OPM proposes rule to formally revive Schedule F

The federal government’s dedicated HR agency estimates that 50,000 federal workers will be stripped of their civil service protections and become at-will employees.

    Government Executive

The largest federal labor union in the U.S. said Friday that tens of thousands of federal workers could soon “have their jobs politicized” and be swiftly fired under a new rule proposed by the Office of Personnel Management.
Under the rule, an estimated 50,000 career civil servants would be reclassified as “at-will” employees,
removing civil service protections and making it easier for the federal government to dismiss them.

Donald Trump and his billionaire ally, tech mogul Elon Musk, have long claimed the federal workforce is rife with “rogue bureaucrats” and is part of the “deep state,” pledging to dismantle the civil service.

Trump said on his social media platform, Truth Social, that reclassifying workers “will allow the federal government to finally be ‘run like a business.'”
“If these government workers refuse to advance the policy interests of the president, or are engaging in corrupt behavior, they should no longer have a job,” he said.

Everett Kelley, national president of the American Federation of Government Employees (AFGE), said Friday’s announcement was
the latest “in a series of deliberate moves by this administration to corrupt the federal government and replace qualified public servants with political cronies.”

🔥“President Trump’s action to politicize the work of tens of thousands of career federal employees will erode the government’s merit-based hiring system and undermine the professional civil service that Americans rely on,” said Kelley.

🆘“Politicizing the career civil service is a threat to our democracy and to the integrity of all the programs and services Americans rely on.”

The new category for civil servants was originally called #ScheduleF, but the White House said it was changing the classification to “#Schedule #Policy / #Career.”

U.S. Sens. Tim Kaine and Mark Warner and Rep. Gerry Connolly,
all Democrats from Virginia whose constituents include many federal employees,
    said Saturday that
Trump’s proposal to “hire and fire these workers based on their politics,
not their qualifications… makes us all less safe.”

The lawmakers have all backed legislation to protect the federal civil service from being reclassified outside of merit system principles without the approval of Congress,
and issued a warning to congressional Republicans who have heard from angry constituents in recent weeks about the administration’s spending cuts through the so-called Department of Government Efficiency.

“Anyone who cares about our national security, or receives Social Security, Medicare, Medicaid,
or any other critical service administered by the federal government, has a vested interest in protecting our merit-based federal workforce,”
    said the lawmakers.

“We have long fought for legislation to protect the federal workforce from this kind of attack.

To our colleagues who will hear from their constituents if government services continue to decline because of this decision:
    You were warned.”
