La protection des plantes dans les conflits armés : derrière l'homme, la biodiversité ?

Fortement impactées durant les conflits armés, les plantes et l’environnement de manière générale font figure de victimes silencieuses. Les préoccupations principales portent sur la protection des civils et biens civils et non celle des plantes et arbres fruitiers pour la diversité biologique qu’ils recèlent. Pourtant, des centres internationaux de recherche agricole qui luttent pour la sécurité alimentaire et la biodiversité ont pu organiser des programmes de sauvetage des graines afin de les acheminer vers des lieux plus sûrs. Le jus in bello, droit qui s’applique pendant la guerre, profondément anthropocentrique, n’offre pas de protections suffisantes aux plantes et aux infrastructures agricoles qui ne sont pas épargnées durant les conflits armés. La répression internationale pénale est également dure à mettre en œuvre alors que le crime d’écocide n’est toujours pas reconnu en tant que tel devant la Cour pénale internationale. Une approche normative plus écocentrée s’impose urgemment mais son émergence demande de la patience tant les plantes ont toujours été mises au service des hommes.
