@ExtinctionR the usual directive to #magistrates is to modify a sentence downwards if the original sentence is unworkable. If no other factors are involved then #prison would not be an option otherwise it would have been imposed or suspended at the first instance. The only way that prison could be imposed is if the defendant refused to accept a lower penalty. I suspect #misinformation or #disinformation is at work here.
