Tax cuts and Tir: the government hunting for internal resources.
The government is continuing its research into resources to support the new extension of fuel excise tax cuts and the tax credit for the trucking sector, all concerning rising energy prices. The Ministry of Economy and Finance (Mef) is reportedly focusing on finding internal resources; the extent of funds available may become clearer in the next few hours. The outcome of negotiations with the EU will also be crucial, with Italy requesting to extend the safeguard mechanism, currently reserved for defense funds, to energy.
Parallel to this, the executive is also selecting the profiles for the heads of Consob (Italian securities regulator) and Antitrust. Short meetings between majority leaders have been held in recent days regarding these appointments. “The excise tax decree is ready. We convened the trucking associations, and the Council of Ministers will follow. We called them not to chat, but to implement the first measures,” explains Deputy Prime Minister and Minister of Transport Matteo Salvini.
The current decree on fuel prices expires on May 22nd, the same day as a midday Council of Ministers meeting. In the coming hours, the picture of available resources for refinancing the measure may become clearer. From March 18th, there is a cut in excise taxes that currently amounts to 20 cents per liter on diesel and 5 cents per liter on gasoline, costing approximately 120 million euros per week. The main difficulty in modulating renewals of the decree remains the uncertainty about the prospects for peace in Iran and consequently, formulating long-term forecasts.
On May 22nd, a meeting is scheduled at Palazzo Chigi between the government and trucking representatives, organized to prevent the trucking strike called for May 25th to 29th. After almost three months of conflict and resulting price increases, truckers are ready to block the distribution of goods for almost a week.
The game with the EU on energy and defense remains open. Yesterday, the Senate also debated the initial request from the government to review NATO defense spending, which caused a short circuit resolved by the government; next week, the Chamber of Deputies should not have problems presenting a motion to request a derogation from the Stability Pact. The position in the coalition is unanimous.
The general discussion on the texts to be presented began on Monday, there are texts from the opposition, but the center-right - explains one of the group leaders - will present one of its own. The government will be engaged in the wake of a letter sent by Prime Minister Giorgia Meloni to European Commission President Ursula von der Leyen. Dialogue with Brussels continues, as explained by the Economy Minister Giancarlo Giorgetti.
“I think it will be inevitable for Italy to request a derogation from the Stability and Growth Pact, asking to do for energy what we can do for defense and arms,” argues Salvini.
Meanwhile, the government is also trying to secure appointments at the authorities. Following the step back of Undersecretary at the Ministry of Economy and Finance Federico Freni, of the League, new hypotheses are being studied for the leadership of Consob. Among the names being considered are economists Donato Masciandaro and Marco Fortis, as well as the current Commissioner Federico Cornelli. For Antitrust, the strong name would be that of Saverio Valentino, formerly a member of the Agcm.
