Dai risparmi forzati sull’utilizzo dei condizionatori allo smart working, passando per la riduzione dell’illuminazione pubblica. Se la guerra in Iran dovesse proseguire ancora per mesi, il rischio di dover intervenire per ridurre il consumo di gas e carburanti è concreto. E il governo è quindi costretto e prepararsi a qualsiasi scenario, anche quello di un lockdown energetico.
Come racconta la Repubblica, il problema non si pone ancora ad aprile: se il conflitto proseguisse per tutto il mese non si dovrebbe comunque intervenire in modo drastico. Ma già da maggio qualcosa potrebbe cambiare, con rischi concreti per le scorte nazionali di gas.
Attualmente gli stoccaggi sono pieni al 44%, ben al di sopra della media europea (oltre il 20%). Ma il rischio è che il riempimento dei magazzini rallenti nelle prossime settimane. Finora il problema principale è stato quello del prezzo, ma presto potrebbe riguardare la quantità di gas. E quindi servirà capire come ridurre i consumi, sia del gas che dei carburanti.

Il modello su cui basarsi esiste già ed è quello preparato nel 2022 con li conflitto in Ucraina e la riduzione delle forniture russe. Progetto che il ministero dell’Ambiente ha ritirato fuori, pronto a proporlo a Palazzo Chigi in caso di crisi. Quali sono quindi le ipotesi concrete? La prima è quella di contenere di un grado le temperature dei condizionatori in estate o di tagliarne l’utilizzo di un’ora. Sarebbe, di fatto, il corrispettivo della proposta del 2022 per i riscaldamenti, con un grado in meno e un conseguente risparmio.
La strategia italiana prevede diversi scenari, anche più radicali. Una delle opzioni da considerare è quella richiesta dai sindacati, che vogliono rafforzare lo smart working nel settore pubblico e, se possibile, anche nel privato. C’è poi allo studio l’ipotesi delle targhe alterne per i mezzi di trasporto, sempre allo scopo di ridurre il consumo di carburante. Quattro anni fa, inoltre, si era ipotizzato anche il taglio dell’illuminazione degli edifici, dei monumenti e dei luoghi pubblici, se non addirittura la rimodulazione dell’attività industriale. Ipotesi per ora lontane, ma che devono essere necessariamente considerate.

So far the main problem has been the price, but soon it could concern the quantity of gas. And therefore it will be necessary to understand how to reduce consumption, both of gas and fuels.

The model on which to base itself already exists and is the one prepared in 2022 with the conflict in Ukraine and the reduction of Russian supplies. Project that the Ministry of the Environment has withdrawn, ready to propose it to Palazzo Chigi in case of crisis. What are the concrete hypotheses? The first is to contain the temperatures of the air conditioners by one degree in summer or to cut their use by an hour. This would be the equivalent of the 2022 proposal for heating, with one degree less and a consequent saving.
The Italian strategy envisages several scenarios, even more radical. One of the options to consider is that requested by the unions, which want to strengthen smart working in the public sector and, if possible, also in the private sector. There is also being studied the hypothesis of alternating license plates for transport, always with the aim of reducing fuel consumption. Four years ago, it was also hypothesized to cut the lighting of buildings, monuments and public places, even to modulate industrial activity. Hypotheses for now distant, but that must necessarily be considered.
