All’assemblea di Confindustria a Roma, Giorgia Meloni ha definito l’Unione Europea “un gigante burocratico”. E su una cosa ha ragione: l’Unione Europea deve diventare più semplice, più rapida, più efficace per cittadini, imprese e territori.
Ma la burocrazia non è un destino naturale di Bruxelles.
È anche il risultato di un’Unione lasciata a metà: abbastanza integrata da avere regole comuni, ma non abbastanza politica da decidere davvero su industria, energia, difesa, innovazione e mercato unico.
Lo dicono tutte le analisi più autorevoli sulla competitività europea: il problema non è “troppa Europa”, ma un’Europa frammentata, lenta, piena di barriere interne e dipendente dai veti nazionali.
Per questo sburocratizzare sicuramente serve.
Ma non basta semplificare le regole, se resta intatto il sistema politico che rende l’Unione Europea fragile e ricattabile.
Basta alibi contro Bruxelles, lasciamoci quella stagione populista alle spalle.
Servono più poteri al Parlamento europeo, basta veti nazionali, più politica industriale comune.

Giorgia Meloni’s words at the Confindustria annual assembly and her attacks on the European Union? It’s her usual way of saving herself in a corner and not recognizing the problems. These are the words of Pier Luigi Bersani, who, as a guest on Otto e mezzo (La7), comments on the Prime Minister’s intervention at the Confindustria annual assembly, where she renewed her attacks on Europe, accused of being “too ideological.”

Presenter Lilli Gruber outlines the current picture: after three and a half years of Meloni’s government, Italy is registering the lowest growth in Europe, the collapse of purchasing power, industrial production in decline for over three years, rising inflation, record high tax pressure, and almost six million people in absolute poverty.

For Bersani, it’s a consolidated strategy of Meloni to evade her responsibilities: “It’s the same Europe as when we, having emerged from the Covid, were growing at more than 3%, among the first. Now we are last and those 26 European countries ahead of us have the same Europe.” A stark contrast, aggravated by the fact that Italy has received 200 billion euros from the PNRR.

The former minister adds: “You can’t hamstring Europe and then expect it to run. As long as Meloni continues to put herself in the way when Europe has to make a serious decision, whether it’s tariffs or the suspension of agreements with Israel, and as long as Meloni flirts with the current main enemy of Europe, that’s Trump, she mustn’t allow herself to criticize Europe.”

Bersani then focuses on the words of the industrialists, who highlighted a central problem: wages that are too low. Here, the proposal for a law on contracts enters the picture, which the former leader of the Pd believes is urgent but that the Meloni government does not intend to implement. In concrete terms, it’s a law on trade union and employer representation: the collective agreement signed by the most representative organizations (by number of members or votes in the RSU elections) should be binding on everyone, that is, on all workers in the sector. Today, instead, contracts are signed by minor unions, offering lower conditions, true dumping agreements.

These contracts pull down the entire wage level, creating unfair competition on labor costs. Real wages in Italy are down by 8% compared to three years ago, Bersani recalls. Yet, the Italian economy relies on 70% on domestic consumption: without adequate wages, consumption doesn’t restart and growth remains anemic. “When entrepreneurs tell you that wages are too low, you tell them, ‘Come here entrepreneur, let’s talk for a moment about a nice law on contracts’,” says Bersani. But the Prime Minister avoids the confrontation because it would mean “targeting those unions, those entrepreneurs, that stuff.”

Confindustria and Meloni are unloading the blame for the economic disaster onto Europe: it’s the failure of the business leaders.

In these four years, the government has done absolutely nothing to stimulate the Italian economy and society. The result is evident: we have become the worst economy in Europe, and the situation of social relations has deteriorated significantly. Poverty has increased, welfare has declined, and the healthcare system has collapsed. Wages have stagnated. During the same years, the business world, represented by Confindustria, has given a very poor impression of itself. It has shown no entrepreneurial skills, had no vision, and failed to propose development pathways. It was the obvious image of the decline of the Italian bourgeoisie. Let’s be clear: two failures.

Yesterday, the representatives of these two failures, the government and Confindustria, met at the traditional annual industrial assembly, at Eur, in the visionary cloud of Fuksas, and comforted and absolved each other. In that room, one could feel the air of the failure of Italian leadership. And we must say that neither Confindustria President Orsini nor Premier Meloni had the audacity to deny this failure. However, they sought an excuse and found it in the wrong policies decided in these years by Europe. In particular, they criticized environmental policies, aimed at saving the planet in the next thirty, or forty, or one hundred years, but which do not produce immediate benefits for businesses. Confindustria and the government are convinced that the problems of humanity, and of Italy, are not “what future” but are all concentrated in the immediate present. And therefore, they found in the alleged errors of Europe the real reason for the Italian crisis. None of them, however, asked themselves why all other European countries – all – had a growth rate higher than that of Italy, and why a country like Spain, perhaps the most similar to Italy, had a triple growth compared to ours.

Orsini, truthfully, listed some weaknesses of the system. For example, low wages. However, he also said that it is not the business world that can afford to improve wages, because this would mean reducing profits and that this is not compatible with its economic strategy. Even though the data shows that wages have fallen in these years but profits and especially dividends have increased enormously.

Then Orsini asked Giorgia Meloni to make available 20 billion, to be used in part to improve the functioning of schools and healthcare, and in part to support businesses. What is the objective? Orsini said that Italy will only take off if medium-sized industries can become large industries, and small industries can become medium industries. In what way? Orsini said that to do this, the government must invest, and above all, must implement an energy policy that leaves the market and returns entirely to state choices. In practice, Confindustria proposes that the market be reduced, remain available to capital but be eliminated at the time of decisions that can favor capital. It’s the old idea: privatize profits and nationalize losses. Meloni did not respond, she smiled, she gave Orsini reason. She did not respond, evidently, about the 20 billion that Confindustria was asking for. After all, what answer could she give? I would gladly give them to you, but I simply don’t have them.
