EU to Phase Out Gas Boilers by 2040: What It Means for Homeowners

The European Union has made it clear that it does not want gas boilers after 2035. To achieve this, they will start implementing measures from January 1, 2024. This means that traditional gas boilers, as we know them, will be phased out. However, Spain is a country where the use of gas is still predominant. Moreover, with the arrival of winter, many households have started using gas heaters. So, what happens to these gas boilers? How does it affect us if we have a heating system in our homes? Here, we explain what has been approved and how it will affect those in the professional sector. The agreements established in the European Commission and the European Parliament aim to decarbonize homes. This means that fossil fuel-based energy systems that emit CO2 will be phased out. Initially, the deadline for this was set for 2035, but it has now been extended until 2040 as the phasing out of gas will be gradual. In 2030, it will be the limit for gas boilers in new buildings, while in 2028, it will be the limit for buildings in public administrations. In 2025, the limit for subsidies for the installation of gas boilers in any type of building will be established. This means that they will not be banned, but the installation subsidies will be phased out. The objective of the European Commission is to advance these dates, but it has been given some margin to cope with the change. One of the systems it wants to promote is aero-thermal heat pumps, but in countries like Spain, their use is still minoritarian, less than 10% of homes have them installed. They have an energy efficiency problem compared to gas boilers, which makes them less attractive. In the EU, heating, hot water, and air conditioning are responsible for 80% of the energy consumed by households. With air-source heat pumps, it is possible to generate between 3.4 and 4 kWh of heat per kWh of electricity, while with gas boilers, even the most efficient ones, the ratio is below 1.1. This means that gas requires much more energy to offer the same result. The main advantage of gas boilers is that their installation is significantly cheaper than that of heat pumps. However, the EU wants to reduce this deviation by withdrawing subsidies for gas boilers, so that the price difference is not so high. Another factor that influences the bet on another system is the price of gas. Due to the war in Ukraine, Europe is experiencing very high gas prices. This is pushing the adoption of measures such as betting on heat pumps. However, currently, the price of gas is still below 35 euros. This is the minimum of the last two years, a level comparable to before the Russian invasion. Even so, gas is still a major source of emissions, and the EU is determined to bet on more ecological alternatives in the long term. Gas still has a lot of weight in Spain, but now it will be up to each Member State to set its own adoption schedule. In particular, Spain is one of the countries where gas boilers are used by a large percentage of the population. 'Trusting everything to heat pumps could result in an economically unrealistic scenario for many families', explains Sedigas, the Spanish Gas Association. In Spain, there is still no legislation that seeks to prohibit gas boilers, but it is certain that very few communities are granting installation subsidies. This is not the case in the Community of Madrid, where the regional government still has a plan to renew 15,000 gas boilers with 5.2 million euros. The new agreement aims to extend the use of solar panels in buildings. From 2030, all new buildings will have to incorporate solar energy. Meanwhile, from 2031, all existing buildings with more than 250 square meters will have to have solar panels. As for aerothermal energy, a requirement has been created, but it is presented as one of the alternatives that best fit what Europe is looking for. To replace gas radiators with aerothermal energy, a costly installation is required. If we want to change them from scratch, the approximate cost is around 2,000 euros for the most economical systems. But if we want to keep the radiators we have, we need to install a high-temperature aerothermal system. Its cost is significantly higher, around 10,000 euros. A significant investment to adapt the heating in our home, but as usually happens with renewable energies, the investment will be recovered in the long run.
