Italian News by RSSAgi: Rimane bloccato il prestito all’Ucraina: Orban e Fico dicono “no”
AGI - La mattina di lavori del Consiglio europeo si chiude con il prima nulla di fatto. I leader Ue non sono riusciti a convincere il premier ungherese Vicktor Orban a superare il veto sul prestito all’Ucraina. Nonostante la moral suasion del presidente del Consiglio Europeo, Antonio Costa, che nei giorni passati aveva intrattenuto dei colloqui telefonici il leader sovranista per convincere il leader a tornare sui suoi passi.
A pesare sul “no” le elezioni in Ungheria che si terranno il prossimo 12 aprile e la retorica anti Ucraina è uno dei cavalli di battaglia del premier uscente e nelle ultime settimane si è aggiunta la questione dell’oleodotto Druzhba, che fortemente danneggiato dai bombardamenti ha interrotto la fornitura di petrolio verso Budapest. La richiesta è che sia l’Ucraina ad accollarsi i costi della riparazione. Sul punto, non è bastato neanche l'intervento della Commissione Ue a convincere Orban. Bruxelles ha inviato una squadra di ingegneri Ue pronti a raggiungere il sito per valutare le riparazioni. Oramai il messaggio anche elettorale di Orban è chiaro “No oil, no coin” riferendosi all’Ucraina e alla riparazione del oleodotto.
La novità in negativo di queste prime conclusioni è che il fronte anti ucraina all’interno della Ue si allarga e oggi le conclusioni si sono chiuse a 25. Orban ha trovato un alleato nel vicino premier slovacco Robert Fico che ha già annunciato che anche qualora Orban non dovesse vincere le elezioni, sarà lui a opporsi allo sblocco del prestito da 90 miliardi.
Per l’Ucraina si tratta di risorse vitali per sostenere i costi del conflitto nel 2026 e nel 2027. Il prestito è suddiviso in 60 miliardi per il sostegno militare (difesa) e 30 miliardi per l'assistenza macrofinanziaria e il bilancio statale. Finanziato tramite debito comune, mira a sostenere la resilienza del paese e richiede il proseguimento di riforme e lotta alla corruzione. Nelle conclusioni di questo primo punto, i 25 leader non hanno potuto fare altro che ribadire che il “futuro dell’Ucraina è nella Ue”. Una magra consolazione per chi continua a chiedere risorse per far fronte all’inverno e a una guerra che va avanti da quattro anni.
The loan to Ukraine remains blocked: Orban and Fico say “no.”
The morning of the European Council’s work session closed with a complete standstill. EU leaders failed to convince Hungarian Prime Minister Viktor Orban to lift his veto on the loan to Ukraine. Despite the moral suasion of European Council President Antonio Costa, who in the past days had held telephone conversations with the nationalist leader to persuade him to reverse his position, the situation remained unchanged. Weighing on the “no” were the elections in Hungary, which will be held on April 12th, and anti-Ukrainian rhetoric is one of the outgoing prime minister’s battlehorses, and in recent weeks the Druzhba pipeline issue has also emerged, severely damaged by bombings and interrupting oil supplies to Budapest. The request is that Ukraine should bear the costs of repair. Even the intervention of the EU Commission was not enough to convince Orban on this point. Brussels sent a team of EU engineers ready to reach the site to assess the repairs. Now, Orban’s electoral message is also clear: “No oil, no money” referring to Ukraine and the repair of the pipeline. The negative novelty of these initial conclusions is that the anti-Ukrainian front within the EU is expanding, and today the conclusions closed at 25. Orban found an ally in neighboring Slovak Prime Minister Robert Fico, who has already announced that he will oppose the unlocking of the €90 billion loan even if Orban does not win the elections. For Ukraine, these are vital resources to support the costs of the conflict in 2026 and 2027. The loan is divided into €60 billion for military support (defense) and €30 billion for macro-financial assistance and the state budget. Financed through common debt, it aims to support the country’s resilience and requires the continuation of reforms and the fight against corruption. In the conclusions of this first point, the 25 leaders were unable to do more than reiterate that “the future of Ukraine is in the EU.” A meager consolation for those who continue to ask for resources to cope with the winter and a war that has been going on for four years.
