Of course, it sounds like the railroad avoided having to follow the regulations by misclassifying what they were carrying. So an issue of enforcement, not regulation.
Weirdly enough, my capstone for policy school was about so-called bomb trains. I argued that they were not particularly worth focusing on, from a regulatory standpoint, since new safety regulations had just been put in place, and they weren't nearly as dangerous as transport by truck. #OhioTrainDerailment

I knit it with my Folktale Fibers American Targhee Sock in Peachy which I had bought at the virtual MD yarn fair that May. I caught COVID while knitting these socks, so they were a huge part of how I rang in the new year, going into 2021 while sick, with these on my needles. Closure.
