I've heard this type of situation called a "grey area" of US/WA laws around parenting, there's nothing grey about parental alienation.
Evidently one parent can run off with the child denying the other of contact without any legal reason to do so.
Now obviously it doesn't look great in court to do this, its a very childish dare to see if I'm -able- to spend money on court again.
My ex seemed to enjoy the reality that going BACK to court is extremely costly for me.
