LA NOTIZIA: Dazi, dopo le minacce di Trump l’Ue trova l’intesa sull’accordo commerciale con gli Usa

L’intesa è arrivata nella notte. Il Parlamento e il Consiglio europeo hanno trovato l’accordo sui due regolamenti comunitari necessari per mettere in pratica l’intesa con gli Stati Uniti sui dazi. Si tratta, in sostanza, della formalizzazione dell’intesa sottoscritta la scorsa estate tra Donald Trump e Ursula von der Leyen.
“Oggi l’Unione europea mantiene i propri impegni”, scrive in un comunicato la presidenza cipriota dell’Ue, ribadendo che l’Ue resta e resterà “un partner affidabile e degno di fiducia nel commercio mondiale”. Rientra così la minaccia di Trump, che aveva dato tempo all’Ue per chiudere l’intesa entro luglio, minacciando altrimenti nuovi dazi.
Cosa prevedono i due regolamenti Ue sui dazi
Il primo regolamento serve per cancellare i dazi doganali residui sui prodotti industriali statunitensi, garantendo inoltre accesso preferenziale al mercato anche con dazi ridotti per alcuni prodotti ittici e agricoli provenienti dagli Usa. Il secondo testo, invece, riguarda l’estensione della sospensione dei dazi per le importazioni di aragosta.
La trattativa tra Parlamento e Consiglio è stata molto lunga, con l’Eurocamera che aveva introdotto diverse clausole di protezione degli interessi europei, preoccupata da un partner – quello statunitense – ritenuto poco affidabile con i repentini cambi di posizione di Trump. Non a caso, l’accordo siglato questa notte prevede anche una clausola di salvaguardia nel caso di un forte aumento delle importazioni dagli Usa.
E, ancora, viene dato alla Commissione Ue il potere di sospendere in parte o completamente i testi in caso di mancato rispetto degli accordi da parte degli Stati Uniti, ma anche in caso di una rivoluzione delle relazioni commerciali tra Usa e Ue.
Un’altra clausola riguarda le concessioni dell’Ue sui prodotti siderurgici e sull’alluminio: la Commissione può sospenderle se gli Usa continueranno ad applicare una tariffa superiore al 15% su questo prodotti entro il 31 dicembre di quest’anno. Ora i dazi Usa su questi prodotti sono al 50%. Il prossimo passaggio è l’approvazione definitiva dell’accordo da parte di Parlamento Ue e Consiglio.

The agreement arrived in the night. The Parliament and the European Council have reached an agreement on the two Community regulations necessary to implement the agreement with the United States on tariffs. These concern the formalization of the agreement signed last summer between Donald Trump and Ursula von der Leyen.

“Today, the European Union maintains its commitments,” the Cypriot presidency of the EU writes in a statement, reiterating that the EU will remain “a reliable and trustworthy partner in world trade.” The threat from Trump, who had given the EU time to reach the agreement by July, threatening new tariffs otherwise, is thus averted.

What do the two EU regulations on tariffs provide for?

The first regulation aims to eliminate residual customs tariffs on US industrial products, while also guaranteeing preferential access to the market even with reduced tariffs on some fish and agricultural products from the US. The second text, on the other hand, concerns the extension of the suspension of tariffs on lobster imports.

The negotiation between Parliament and the Council was very long, with the European Parliament introducing several clauses to protect European interests, concerned by a partner – the US – considered unreliable due to Trump’s sudden changes in position. No wonder the agreement signed tonight also includes a safeguard clause in the event of a significant increase in imports from the US.

And still, the EU Commission is given the power to suspend parts or all of the texts in the event of a failure by the United States to comply with the agreements, but also in the event of a revolution in trade relations between the US and the EU.

Another clause concerns the EU’s concessions on steel and aluminum products: the Commission can suspend them if the US continue to apply a tariff of over 15% on these products by December 31 of this year. Currently, the US tariffs on these products are 50%. The next step is the final approval of the agreement by the European Parliament and the Council.

AGI - L' oro si aggira intorno ai 4.500 dollari l'oncia (4.538 dollari, in rialzo dello 0,9%), rimanendo volatile mentre il conflitto in Medio Oriente entra nella sua quinta settimana senza una chiara soluzione in vista. Le ostilità nella regione si sono intensificate con l'ingresso nel conflitto dei militanti Houthi, sostenuti dall'Iran, che nel fine settimana hanno preso di mira Israele.
Il gruppo militante ha anche la capacità di lanciare attacchi contro navi in transito nel Mar Rosso e contro infrastrutture energetiche chiave dell'Arabia Saudita.
