When the M825-series 155mm artillery projectile bursts, expelling its felt wedges containing #WhitePhosphorus, it leaves a distinctive knuckle-shaped plume. That is how #HumanRightsWatch (HRW) researchers said they were able to verify that #Israel was again using the notorious weapon over south #Lebanon, reigniting accusations that it is breaking the laws of war.

The New York-based rights group said it had verified and geolocated eight images showing airburst white phosphorus munitions exploding over residential areas in the southern Lebanese town of Yohmor in the opening days of Israel’s assault during the #war on Gaza.

Depuis le 2 mars, 38 personnels paramĂ©dicaux ont Ă©tĂ© tuĂ©s par l’armĂ©e israĂ©lienne, qui cible des ambulances et des infrastructures mĂ©dicales utilisĂ©es, selon elle, Ă  des fins « militaires » par le Hezbollah. Souvent visĂ©s par des doubles frappes, les sauveteurs sont inquiets pour leur sort.

Tyr, Burj Qalawiya (Liban).– Depuis qu’IsraĂ«l a dĂ©truit le centre mĂ©dical de Burj Qalawiya, dans le sud du Liban, vendredi 13 mars, tuant douze de leurs collĂšgues, Wassim et Ali dorment dans une des rares ambulances Ă©pargnĂ©es par la frappe, garĂ©e non loin du bĂątiment en ruine. « Rien ne nous fera partir ni abandonner notre mission humanitaire », assurent les deux jeunes secouristes de l’AutoritĂ© islamique de la santĂ©, une organisation de secours affiliĂ©e au Hezbollah. Ils se trouvaient pourtant Ă  quelques mĂštres seulement lors de l’attaque, qui a visĂ© la seule clinique encore opĂ©rationnelle du village, dĂ©clenchant un incendie majeur avant l’effondrement de la structure.

« On n’a rien vu, juste entendu un Ă©norme bruit. Puis tout est devenu orange », racontent-ils, en montrant sur leurs tĂ©lĂ©phones des images apocalyptiques de l’hĂŽpital : une boule de feu incandescente, d’oĂč s’échappe une Ă©paisse fumĂ©e orange en plein milieu de la nuit. Deux jours plus tard, lorsque Mediapart visite le village, la fumĂ©e est toujours lĂ . Elle s’élĂšve encore, cendreuse, des restes du bĂątiment, oĂč se mĂȘlent boĂźtes de mĂ©dicaments, gravats et papiers administratifs.

Abbas, un autre secouriste survivant de l’attaque, raconte que les flammes ont rongĂ© le corps de certains de ses collĂšgues au point de les rendre mĂ©connaissables. « J’ai dĂ» tirer mes amis des dĂ©combres. Que veux-tu que je te dise ? Il y avait des bouts de chair un peu partout », lĂąche-t-il en montrant du doigt la carcasse calcinĂ©e de l’hĂŽpital. L’attaque est survenue un peu aprĂšs l’iftar, le moment oĂč les musulman·es rompent le jeĂ»ne pendant le ramadan. « Il n’y a aucune arme, aucun combattant ici, c’est une institution civile », assure Abbas.

Sur les 912 personnes tuĂ©es par l’armĂ©e israĂ©lienne au Liban depuis le 2 mars et la reprise d’un conflit ouvert entre IsraĂ«l et le Hezbollah, au moins 38 Ă©taient des paramĂ©dicaux, d’aprĂšs le ministĂšre de la santĂ© libanais. Dans un court message postĂ© sur Telegram le 14 mars, Avichay Adraee, porte-parole de l’armĂ©e israĂ©lienne, accusait le Hezbollah d’utiliser « largement des ambulances Ă  des fins militaires » ainsi que des « infrastructures mĂ©dicales », sans plus de dĂ©tails.

Pour Ramzi Kaiss, chercheur sur le Liban Ă  l’ONG Human Rights Watch, ces attaques reflĂštent une tendance claire, « le mĂ©pris gĂ©nĂ©ral dont l’armĂ©e israĂ©lienne fait preuve Ă  l’égard des protections prĂ©vues par le droit international humanitaire ». La lĂ©gislation internationale est pourtant claire et protĂšge le personnel mĂ©dical, quelle que soit son affiliation politique.

Condamnations internationales
Dans un rapport publiĂ© en 2024, Human Rights Watch conclut que plusieurs attaques sur des secouristes, lors de la prĂ©cĂ©dente escalade, pouvaient s’apparenter Ă  des crimes de guerre. Et sur les trois cas Ă©tudiĂ©s par l’organisation, parmi lesquels une attaque sur un centre de l’AutoritĂ© islamique de la santĂ©, elle n’a relevĂ© « aucun Ă©lĂ©ment indiquant que ces installations Ă©taient utilisĂ©es Ă  des fins militaires qui auraient justifiĂ© de les attaquer », ajoute Ramzi Kaiss.

À ce jour, il n’existe aucun cas documentĂ© prouvant que la milice chiite utilise des ambulances ou des hĂŽpitaux pour transporter des combattants ou stocker des armes. En automne 2024, l’armĂ©e israĂ©lienne avait tuĂ© au moins 163 membres du personnel mĂ©dical au Liban, dont 95 employĂ©s de l’AutoritĂ© islamique de la santĂ©.

Le gouvernement et la communautĂ© internationale ont fermement condamnĂ© l’attaque du centre mĂ©dical de Burj Qalawiya. Si l’AutoritĂ© islamique de la santĂ© est une organisation de secours affiliĂ©e au Hezbollah, elle opĂšre en Ă©troite collaboration avec les autoritĂ©s libanaises. En temps de guerre, elle constitue souvent le dernier recours dans les zones sensibles oĂč la Croix-Rouge et la dĂ©fense civile libanaise peinent Ă  intervenir. C’est le cas Ă  Burj Qalawiya, prĂšs de la ligne de front, oĂč le bruit de l’artillerie israĂ©lienne et des tirs de roquettes du Hezbollah retentit sporadiquement dans le ciel.

"The right to protest is under attack in England and Wales with laws trampling over human rights protections and more oppressive restrictions in the pipeline, two major reports have warned.

"Both Human Rights Watch and the cross-party law reform organisation Justice say recent legislative changes have created a chilling effect on lawful protest and should be repealed. Their reports, simultaneously published on Thursday, also say that proposals for more curbs should be halted.

"They highlight the arrest of Republic #AntiMonarchy protesters during King Charles’s coronation, charges and arrests of #ProPalestinian demonstrators and long sentences for #ClimateProtesters as examples of the crackdown on the right to peaceful dissent.

"Fiona Rutherford, chief executive of Justice, said: 'Year by year, we see police powers grow, as our fundamental right to protest is treated more like a privilege. The law in this area has become dangerously unbalanced, empowering the state to silence voices it should be safeguarding. Reversing this trend is essential to restoring trust, protecting rights and preserving a healthy democracy.'

"Lydia Gall, a senior Europe and Central Asia researcher at Human Rights Watch, said: 'The UK is now adopting protest-control tactics imposed in countries where democratic safeguards are collapsing. The UK should oppose such measures, not replicate and endorse them.'

"Both reports say that the Police, Crime, Sentencing and Courts Act 2022 and the #PublicOrderAct 2023 were watershed moments, criminalising large amounts of previously lawful protest activity and placing a greater emphasis on preemptive containment of protest through criminal law.

The 2022 law granted police authority to impose conditions on public assemblies on grounds such as causing 'serious unease' or being 'too noisy', described by Human Rights Watch as 'vague and subjective'.

"Members of the public can be arrested for carrying items – described as innocuous by Justice – including cable ties, bike locks or glue, on suspicion that they may be used for 'locking‑on'."
