Africa at the center of the third edition of Coopera, the Italian conference on cooperation.
AGI – The third edition of Coopera, the national conference on Development Cooperation, began yesterday in Rome, at the Auditorium Conciliazione and the Sistine Chapels. This highly anticipated event offers an opportunity for collective reflection on the Italian system of development cooperation, bringing together institutions, civil society, universities, the private sector, and international partners to assess the priorities and challenges of the country’s development policy. With over 1,400 registered participants and more than 80 speakers, the two-day event includes four plenary sessions, as well as thematic sessions on development financing, public-private partnerships, and European cooperation.
Tajani, Cooperation is Italy’s Image in the World
The opening plenary session was inaugurated yesterday by Foreign Affairs and International Cooperation Minister, Antonio Tajani, who emphasized that development cooperation represents Italy’s image in the world. “We have no colonial or hegemonic ambitions, but rather the will to support local populations: wherever there is an Italian, there is a desire to act positively. Despite all our difficulties, we are a country where it is good to live, and therefore we have a duty to help those who are less fortunate. We want to ensure that African children, as well as Italian children, have a longer life expectancy. This is not about charity, but about helping these countries develop their own resources,” he stated.
The Strategic Role of Africa and the Mattei Plan
“Africa is a very rich continent: if we help it develop its potential, for example in the mining, agricultural and technological sectors, we can become drivers of development in this part of the world,” the Vice President of the Council continued, recalling the emergency interventions carried out in conflict countries and citing the “Food for Gaza” and “Italy for Sudan” initiatives. “We are doing a lot for these countries, as well as for Ukraine. We rely on numerous NGOs, missionaries and laity, who embody all that solidarity that is often neglected,” he added. The Mattei Plan fits into this framework, which Tajani considers the “operational transformation” of the concept of development cooperation, allowing us to export our experience to the less fortunate countries. “We work in many African countries, such as Egypt and Mauritania, where we cultivate arid lands. They are very interested. We also participate in joint ventures: all of this is part of a strategy. We are also very active in the coffee sector, offering training on processing techniques. We also train many people. Africa is close; our relationships with this continent fit into a long tradition,” he said.
Priorities and Commitments of Italian Cooperation
This year marks the third edition of Coopera, the national public conference on cooperation, established by article 16, paragraph 3, of Law 125/2014. This event represents an important opportunity to evaluate the priorities and initiatives of Italian development cooperation and, at the same time, a forum for exchange among its members. Development cooperation is an essential and decisive component of Italy’s foreign policy, aimed at promoting peace, justice and stability.
Italy has the Agenda 2030 as a reference point for defining its development policies. In this process, the role of partnerships is becoming increasingly important: public development assistance remains fundamental, but it is not enough on its own.
It is crucial to involve, in a coordinated manner, traditional actors, the private sector, civil society, academia, and new international donors. Italy reaffirms its commitment to the multi-year path towards achieving the 0.7% target of gross national income and the 0.15-0.20% target for less developed countries, established in the Agenda 2030 and in conformity with article 30 of Law n. 125/2014.
