But generally: European fascists were consciously imitating Jim Crow political/legal tactics invented/perfected by United States colonialists as an immediate response to the post-Civil War emancipation of Black Americans. US fascist movements like Huey P. Long & Father Coughlin were contemporaneous with European development of fascism, so personally I think it's a red herring to treat it as a European invention.
