Although Taiwanese high school and middle schools are not supposed to prevent students from wearing warm clothes in cold weather, the vast majority do so anyway. Now I tend to be of the view that cold is nothing but a state of mind, but according to the article I found - linked in my post - that should not be substituted for official policy.
