You can be "uncivil" without being violent or risking arrest. Insult people. Shame them. Exclude them. Abandon them. Shun them. Mock them ruthlessly in public. Show appropriate contempt.
There need to be consequences for being a Nazi. If punching them is too far for you, make sure you're doing EVERYTHING else in your power to make them unwelcome and miserable. Its the least we can do.
