Now at least this is what is being talked about. BUT: we just have so little time; we really do need immediate commitment to #PhaseOut, not the longest possible, most watered down #PhaseDown version now being agreed (and then pledges not even being met, of course). COP28 draft text a “scandal that has failed us all”

In response to the Global Stocktake draft text released tonight, Nafkote Dabi, Oxfam International’s Climate Change Policy Lead, said:

From the #Guardian (Fiona Harvey) live feed, 14.22 CET 11. December 2023 - what do you think this means, actually? " #FossilFuel production and consumption will be reduced by 2050 in line with scientific advice, according to a new draft agreement at the #Cop28 #UN #ClimateSummit in #Dubai.

The long-awaited draft from the presidency avoids the terms #PhaseOut or #PhaseDown, which have been key sources of contention at this conference.

However, by requiring countries to reduce their #FossilFuel production, it effectively achieves the same ends as a phase-down, without using the contentious language that some countries would not allow.

Some countries and campaigners are likely to be disappointed, but the Guardian understands that the presidency held firm against severe pressure from some countries to weaken the outcome.

Governments will now be invited to consider the text, with two key meetings to take place this evening, in particular a heads of delegation meeting at 8pm.

One source close to developing countries at the talks said this was a compromise that could work. Despite the lack of phase-out or phase-down language, the text addresses fossil fuel production directly, rather than fossil fuel emissions – seen as a get-out clause for countries that want to use carbon capture and storage."

"With a calls for a “phase out” versus a “phase down” of fossil fuels shaping up to be the critical fight in the second week of Cop28, Christiana Figueres, the UN’s climate chief when the landmark Paris agreement was reached in 2015, is unequivocally behind phase out.

“If we want a step forward in this #COP, then we cannot compromise on phase out,” said Figueres, now founder at the Global Optimism group. “It sends a political signal that has ramifications for companies that need to decide where they’re going to put their [investment].”

She said including further language around phase out would take into consideration other concerns. “Language around equity is important, because industrialised countries can and should phase out much quicker than developing countries who are exporters [and] language around a just transition is critical.” Figueres spoke at a #Guardian Live event on Wednesday."

Activists had a series of events and actions lined up Tuesday at the United Nations climate summit seeking to amp up pressure on conference participants to agree to phase out coal, oil and gas, responsible for most of the world’s emissions, and move to clean energy in a fair way. The question of how to handle fossil fuels is central to the talks, which come after a year of record heat and devastating weather extremes around the world. And even as the use of clean energy is growing, most energy companies have plans to continue aggressive pursuit of fossil fuel production well into the future.
