Starting to get ready for the release of @bevy 0.13! As part of that, it's time to go through our community-defined milestone, and start shaving it down to things that we'll plausibly land in the next two weeks or so.

I'm going to go through the 104 open items in the milestone (https://github.com/bevyengine/bevy/milestones/0.13) rapid-fire, and show y'all how I triage a thriving large #opensource project :) Talking about it will help me stay sane.
