There is no way she can harm him at the time he fires the first shot, because he is not in front of the car and she is turning away from him.

Even if taxpayers pay the murderer's fines, it won't bring her back, or diminish the terror this incident instilled.
The murderer must be arrested, trialled and then sentence for murder 1.

The bullet hole in Goods windshield is an "exit the car" bullet hole, this image is from the shooters phone. Good WAS NOT shot from the front AT ALL.
All shots were from the side and behind Good, this image PROVES.
The shooter's last shot, it appears now, missed Good, and went through the windshield.
The famous photo of a hole in Good's windshield is the LAST bullet fired, not the First.
@randahl If this ICE officer, Mr Ross, is prosecuted it will open up the flood gates for other ones to go through the criminal justice system. That is the officers that have killed or abused others.
Prosecuting him will impede what ICE is currently doing but will likely slow down their recruitment too.

@schwim The feds don't (yet) control the federal court system. They know it's a gamble for them, and one that backfires them for them a LOT.
What will happen is that DHS will try as hard as possible to control any investigation or evidence, to give themselves the best chance. That's evidenced by their refusal to share evidence with the State, which is very unusual. They're hiding what they can.

@randahl at least share the whole damn video, not a cherry picked frame. The video clearly shows Good’s wife antagonizing the officers as they are trying to talk her out of blocking the road in a civilized manner. And the officer was clearly in the path of the SUV when she started moving.
Either way, when your car is being surrounded by federal agents who are ordering you out, you comply, you don’t try to drive off, this is just basic common sense, not an ideological debate.

Also odd is that anyone similar to a police officer on duty nowadays should have a body cam available, so why is he using his cell phone?
