There's no outcry that rich people use the roads our taxes pay for or have the protection of the emergency services those taxes pay for. Yet the idea that the rich may obtain a benefit is the reason given for imposing complex and intrusive processes for permitting the benefit that act as barriers to take-up so many of those eligible can't or won't get the benefit they're entitled to.
