My impression is that the difference between development cooperation in the physical world and in the digital world is still not understood well. For many old-school-dev-cooperation people "digital" is just a sector like "water" or "biodiversity". But if you look at digital public goods, the approach could not be more different.

Understanding this is crucial for effective decision-making. In the complex domain, cause and effect are only apparent in hindsight, requiring adaptive and emergent solutions. The Cynefin Framework helps to make sense of the world in which one wishes to make a difference and explains an initial distinction between Ordered (simple as well as complicated), Complex, Chaotic.
