Đề xuất được đưa ra tại cuộc họp do Phó Thủ tướng Trần Hồng Hà chủ trì về dự thảo Nghị định sửa đổi, bổ sung các quy định trong lĩnh vực đường bộ. Các tuyến đường miền núi thường nhỏ, cong, dốc và xuống cấp, không phù hợp với loại xe cỡ lớn, dễ gây tai nạn nghiêm trọng.
