In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. Its State Active Transportation Plan has won state, regional, and national awards and the agency’s Complete Streets work is growing. The OpportunityWSDOT is currently seeking a Transportation Planning Specialist 5 to serve as the Principal Active Transportation Education and Encouragement Planner. This position can be based anywhere in Washington, Idaho, and Oregon. In this role, you will lead efforts related to education, encouragement, and equity for active transportation participation, which includes walking, cycling, using a mobility assistive device such as a wheelchair or adaptive bike/trike, and using micromobility devices, including electric-assist devices such as e-bikes/trikes and e-foot scooters. This position has significant responsibility for statewide programs and compliance with statutory and contracting requirements. This position will supervise and provide oversight for the School-Based Bicycle Safety Education Program created as part of the Move Ahead Washington transportation revenue package in 2022 (RCW 47.04.390) and the E-bike Rebate and E-Bike Lending Library/Ownership Programs established in HB 1125 (2023). At full implementation, the School-Based Program will reach 90% of all elementary and middle school students in the state, becoming the largest such program in the nation, and will reach thousands of junior high/high school students over time. The E-Bike Rebate and Lending Libraries will be among the first few such programs in the country established by a state DOT.What to ExpectAmong the varied range of responsibilities held within this role, the Education and Encouragement Planner will:Oversee statewide grant programs for bicycle/active transportation education and encouragement.Provide contract management for the School Based Bicycle Safety Education Programs.Serve as primary WSDOT representative for programs managed by this position.Work with the contractor to support program delivery; ensure compliance with state and federal laws and regulations, review and approve quarterly reports, process invoices for payment, negotiate contract amendments, prepare program reports, conduct WSDOT evaluations of program effectiveness, and oversee preparation of information for legislative reporting on program outcomes.Develop and direct implementation of the E-Bike Rebate Program. Identify and manage methods to select qualified recipients based on legislative requirements and to provide data privacy and protection of personally identifying information. Manage application procedure for e-bike retailers and establish methods for timely and efficient rebate voucher payments. Establish and direct data and records management needed for evaluation and collaborate with the University of Washington for preparation of legislative policy briefs; prepare information for legislative reporting on program outcomes.Develop and direct start-up and implementation of E-Bike Lending Library/ Ownership Programs. Establish and manage a system to identify and select grant recipients, support them in successful program implementation, and serve as a resource.Coordinate bicycle safety programs with state and local agencies, tribes, nonprofits, and other partners.Serve as a statewide resource and subject matter expert on best practices in bicycle encouragement, education, and equity. QualificationsExperience for both required and desired qualifications can be gained through formal professional employment, volunteer experience, lived experience, or a combination. To be considered for this opportunity, the following are required:A bachelor's degree involving major study in transportation, planning, education, communication, public or business administration, economics or natural or physical sciences, or another discipline that, taken in combination with work experience, prepares the candidate for the position requirements.One (1) year of experience as a Transportation Planning Specialist 4 or equivalent role at a public agency, tribal government, non-governmental organization, or private sector firm, OR two (2) years of experience as Associate Planner/Transportation Planning Specialist 3 or equivalent.Two (2) years of relevant experience with grant administration and contract management (a master's degree in transportation, planning, education, communication, public or business administration, economics or natural or physical sciences, or another relevant field may substitute for one year of this experience).Demonstrated skills and experience with education programs and conducting research studies or program evaluation.Expertise providing technical assistance regarding federal, tribal, or state regulations, grant eligibility or similar criteria, or the equivalent in complexity, and reporting on programs and project status in formats that demonstrate compliance with requirements.Experience with and an understanding of active transportation modes of travel.Evidence of commitment to serving the public, particularly underserved and under-resourced communities, and advancing the intersection of equity and racial justice.Skills and experience working with diverse groups and acting as a liaison with community partners.Experience in community engagement, public involvement, or communications involving knowledge and application of creative and effective connections with historically underserved or disadvantaged populations. It is preferred that qualified candidates also have:A master’s degree involving major study in transportation planning, land use planning, community development, GIS or geography, engineering, public policy, public health, public/business administration, social sciences, economics or natural or physical sciences, or another field of study that, combined with other experience, prepares the candidate for the position requirements.Experience and knowledge of transportation issues on a local, state, and/or national level affecting people with historically marginalized identities, people with disabilities, people living on a limited income, immigrant, and refugee community members, and nondrivers.Demonstrated skills and experience with managing a rebate program, lending library, or other program involving systems to verify eligibility for benefits and services.Bilingual candidate preferred, particularly with competence in the languages identified in WSDOT’s Language Access Plan for statewide vital documents (Arabic, Chinese, Somali, Korean, Vietnamese, Spanish, and Russian), or another language widely used by people who rely on active transportation modes at higher rates than state averages (including ASL).  Knowledge and skills in document design; graphic design; technical writing; document usability and ADA accessibility standards; English grammar, punctuation, spelling, tone, and diction; data use, design, analysis and presentation; print and electronic publishing. Knowledge of style guides and ability to apply information and graphic design best practices.Important Notes In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. The incumbent serves as a member of the division's management team and acts on behalf of the Director in administrative matters, with delegated authority for tasks such as approving leave requests and payroll. The position interprets and implements organizational policies and procedures, develops administrative policies and procedures for the division, and prepares administrative and business reports and records. They maintain confidentiality regarding personnel issues and advise the Director on critical matters. The Administrative Assistant also coordinates the scheduling of virtual and in-person meetings and composes formal and informal correspondence for the Director's signature. The position serves as the Division's legislative coordinator, keeps the Director informed of significant items of concern and coordinates with other administrative support positions within WSDOT. What to ExpectAmong the varied range of responsibilities held within this role, the Administrative Assistant 5 will:Manage director's calendar, email, travel arrangements, and correspondence, and maintain Position Authority List.Provide scheduling support for Strategic Policy Administrator, Active Transportation Programs Manager, and other ATD staff for complex calendaring activities.Recommend and manage a consistent system for information management and appropriate disposal of division files and documents across multiple platforms.Coordinate and process out-of-state travel requests and expense vouchers for division staff.Coordinate meeting logistics and track follow-through on meeting decisions and action items.Coordinate communication of agency-wide issues with staff and assist with onboarding new employees.Coordinate division staff tracking and response to legislative information requests and analysis, assist with internal and external communications, and coordinate responses to public disclosure requests.Maintain tracking spreadsheets for division budgets, process invoices for payment, monitor expenditures, and keep the director informed on any budget questions or issues. QualificationsTo be considered for this opportunity, the following are required:Two (2) or more years of progressively responsible, recent experience (within the last six years) providing professional-level administrative support to a senior manager. Proven ability to effectively manage and prioritize multiple tasks to ensure business activities and critical Division related projects are accomplished. This includes the proven ability to recognize the “big picture” to break down the assigned project into various tasks that can be tracked. Experience creating electronic tracking tools that are both effective and user-friendly. Demonstrated skills in being self-directed, with a willingness to take the initiative and exhibit consistent good judgment. Successful experience in making decisions and acting on behalf of the Director in administrative matters. Experience handling confidential correspondence and documents with discretion. Working knowledge of budgeting policies and principles.
