Il primo dei quali è la piaga dei suicidi dei detenuti, che non si attenua. Ciascuno di questi casi è una sconfitta dello Stato cui sono affidate le vite dei detenuti. Vi è inoltre un’esigenza che va sviluppata sempre di più e che voi conoscete meglio di ogni altro, perché la vivete giorno per giorno: la finalità di reinserimento, di recupero dei detenuti; per tutti, particolarmente per i più giovani. È non soltanto un obbligo costituzionale, ma è una scelta di civiltà, ed è anche un investimento per la sicurezza della cittadinanza, perché l’opera di recupero, quando svolta, conduce a una recidiva estremamente bassa e, quindi, è una responsabilità che la Repubblica ha, da coltivare concretamente il più possibile", lo ha detto il Presidente della Repubblica Sergio Mattarella ricevendo rappresentanti dell Dipartimento dell’amministrazione penitenziaria e alla Polizia penitenziaria al Quirinale. It is not only a constitutional obligation, but it is a choice of civilization, and it is also an investment for the security of citizenship, because the work of recovery, when carried out, leads to an extremely low recidivism rate, and therefore, it is a responsibility that the Republic has, to cultivate concretely as much as possible,” said the President of the Republic Sergio Mattarella upon receiving representatives from the Department of Penitentiary Administration and the Penitentiary Police at the Quirinal.
