Missouri is poised to become one of the first states to require police departments to track the immigration status of people involved in crimes and submit that information to the state's database of uniform crime reports.

Hey #dataviz and #datascience and #research folks:

I'm trying to analyze the FBI's #NIBRS "master files". They have a deeply confusing (to me) structure, and I can't seem to find anything online showing how to extract the information e.g. to a CSV file (except some questions like mine with no good answers).

Anyone have experience? Anyone know where there's a good walkthrough or how-to?

The FBI’s Next Set of Crime Data Is Going to Be a Big Mess

National crime estimates in the next few years will carry more uncertainty than ever before.

> "The problem is especially acute for #HateCrimes because many agencies that are #NIBRS-compliant are not submitting hate crime data. As a result, the 2021 #HateCrimeStatistics released late last year provided an incomplete picture of hate crime trends in this country," said Associate Attorney General #VanitaGupta in remarks at the U.S. Conference of Mayors on Wednesday. > In Dec. 2022, the #FBI released a report showing there were 7,262 #HateCrime incidents and 9,024 victims in 2021. Much of the violence has targeted the #BlackCommunity – almost 60% of the reported bias crimes – while other reports include crimes against people based on their #SexualOrientation, #gender and #religion. But many police forces are not reporting hate crimes to the #NationalIncidentBasedReportingSystem ( #NIBRS). (2/3)

1c/ Missouri law requires police to submit crime data to the Highway Patrol and allows DPS to penalize noncompliant agencies. 👮

Despite that, DPS awarded St. Louis police two grants in June and July worth more than $110,000, even though STL was six months behind in reporting at that point. 💵

1b/ St. Louis' 8-month pause in reporting crime data, coupled with a bug in the FBI's system, caused the bureau to count St. Louis' 11 months of reported data for 2021 as if it was a full year's worth.

The FBI acknowledged the mistake after I found the bureau's annual totals were up to 15% lower than those in the Missouri Highway Patrol's portal.

St. Louis stopped submitting crime data to the state for eight months, resulting in the FBI publishing incorrect annual crime numbers for St. Louis in two national publications for 2021.

The incorrect data for #StLouis comes as experts nationally express alarm about decreased police participation in the #FBI uniform #crime reporting program in 2021, the first year police were required to switch to #NIBRS.
