BATON ROUGE, La. (AP) — "Louisiana’s #GOP-dominated legislature passed tax cuts on personal and corporate income on Friday in exchange for a statewide sales tax increase, giving Gov. Jeff Landry much of what he wanted after his original tax reform package faced mounting resistance from lawmakers and lobbyists.

"The final passage of the tax measures wrapped up a special legislative session launched Nov. 6 by the governor and his allies. They said their purpose was to make the state’s tax code more business friendly, create jobs and reverse trends of outward migration from the state. It was the third special legislative session called by Landry, a Republican, since he assumed office in January.

"Critics warned the tax reforms would primarily benefit corporate #shareholders and #wealthy taxpayers while the sales tax increase would exacerbate Louisiana’s regressive tax system where #poorer households pay a higher percentage of their income on taxes."

Louisiana lawmakers pass income and corporate tax cuts, raising statewide sales tax to pay for it

Louisiana’s GOP-dominated legislature passed tax cuts on personal and corporate income on Friday in exchange for a statewide sales tax increase. The result is a mixed bag of success for Gov. Jeff Landry, whose original tax revision plans faced resistance from lawmakers and lobbyists amid hard fiscal realities. Lawmakers approved flattening the personal income tax rate to 3% and reducing the highest tier of the corporate income tax rate from 7.5% to a flat 5.5% rate. They also repealed the 0.275% corporate franchise tax, which had been considered a roadblock to economic growth by conservative lawmakers.

"The report, released Monday by the Institute on Taxation and Economic Policy (#ITEP), found that enacting Trump's tax proposals would offer the richest 1% of earners an average tax cut of over $36,300, while the next highest 4% of earners would see average tax cuts of nearly $7,200. The remaining 95% of Americans, however, would see average tax increases, spanning from just over $600 to nearly $1,800 depending on where they fall in the country's income distribution.

"A proposal for an income tax surcharge on Mainers with the highest incomes, to fund public education, failed in the #Maine Senate by just one vote — and three Democratic lawmakers were among those who opposed it. This happened just one day after the bill also failed to pass in the House of Representative by two votes with six Democrats voting against it. The bill is currently being held in the Senate, as it may be reconsidered.

"The bill, #LD1098, would add a 2% surtax on individual income over $1 million and household income over $2 million. The tax would generate more than $50 million annually for education funding.

"Thursday’s final Senate vote was 17 in favor and 18 opposed. Democrats #JillDuson of Cumberland, #TeresaPierce of Cumberland, and #CraigHickman of Kennebec voted no.

"In the House, the vote was 70 in favor and 72 opposed. Democrats #AllisonHepler of Woolwich, #HollySargent of York, #ChristinMitchell of Cumberland, #DaniOHalloran of Brewer, #TiffanyRoberts of South Berwick, and #WalterGerardRunte of York all voted no.

"Currently, someone earning $1 million pays the same percentage of their income in taxes as someone earning $61,000, which advocates point out leaves tens of millions in potential revenue untapped.

"In voting against the bill, the Senators were going against popular opinion on such a tax: polling from the Maine People’s Resource Center (which is affiliated with #MainePeoplesAlliance, of which Beacon is a project) found that 81% of Maine voters support increasing taxes on income over $1 million. Supporters included 65% of Republicans and 65% of voters who identify as 'very conservative'.

"Maine Center for Economic Policy tax analyst Maura Pillsbury previously called LD 1098 a necessary step. 'The programs families rely on are under threat because our tax code asks too little of those at the top — and LD 1089 starts to fix that,' she said. 'The public is ready. The math works.'

"Maine lawmakers did pass two major tax reform bills yesterday that now head to Gov. #JanetMills, who has previously opposed similar efforts. #LD229 would restructure Maine’s income tax system by expanding from three to five brackets and adding higher rates of 7.75% and 8.95% for top earners.

"The second bill, #LD1879, raises the top #corporate tax rate to 10% on income over $3.5 million starting in 2026, with new revenue earmarked for #agricultural and economic #resilience programs. Despite initial disagreement between the chambers, the Senate ultimately reversed its stance and voted to agree with the House."

"A proposed tax hike on Maine’s millionaires designed to increase funding for public pre-K-12 education has been carried over into the next legislative session – which is a small victory for the ‘#TaxTheRich’ crowd as the measure was looking at total defeat earlier this month.

"When the Legislature adjourned sine die Wednesday evening, lawmakers had yet to finalize their positions on a number of bills and resolutions introduced over the past few months. In turn, all outstanding legislation was carried over to the next special or regular session of the 132nd Legislature.

"Among these bills was #LD1089, sponsored by Rep. Cheryl A. Golek (D-Harpswell), that sought to impose a new two percent 'surcharge' on income earned over $1 million in Maine.

"The two percent tax would be applied only to the portion of a Mainer’s income that is above the $1 million threshold, meaning that everything up to that point would not be subject to this additional fee.

"The revenue collected from this tax could only be used to fund public pre-kindergarten through grade 12 #education. As is the case will all similar initiatives, however, future legislatures may pass bills allowing for all or some of these funds to be repurposed.

"It is for this reason that Rep. Gary A. Drinkwater (R-Milford) sought to amend Maine’s constitution to protect the funds collected for Maine’s new Paid Family and Medical Leave (PFML) program from being used for anything else in the future.

"An amended version of his bill directing the Maine Department of Labor (MDOL) to find the best method for protecting PFML revenue from being re-appropriated down the line.

"A late March public hearing on LD 1089 drew a great deal of testimony from both supporters and opponents of the Harpswell Democrat’s proposal to impose an additional tax on Mainers earning over $1 million.

"While those representing business and free market interests testified in opposition to the bill, representatives of municipal, educational, and social justice interests expressed support for the measure.

"Those arguing in support of the bill focused both on the need for additional state funding for #PublicSchools, as well as on the perceived fairness that this surcharge would create within Maine’s tax code.

"Opponents of LD 1089 argued that tax increases would be harmful to the state’s economy, have an outsized impact on entrepreneurs and businesses, and not necessarily improve public education as hoped.

"Following this public hearing, members of the Taxation Committee voted along partisan lines in support of this bill, with all Republicans opposing it and all Democrats favoring it."
