It's almost entirely victim blaming trash. At the very absolute best it's status quo copium.

Every single tip on how to deal with the dangers of traffic presupposes traffic as a given. Not one thought is given to reducing traffic as a way of making kids safer. Because cars are more important than childrens' lives.
