"The United States has sent Iran a 15-point plan to end the war, delivered through Pakistan. Fourteen of its points are now public. Iran’s military called it fiction. Iran’s diplomats are, very quietly, reading it.
The plan was confirmed Tuesday by the New York Times, Wall Street Journal, Bloomberg, Haaretz, and ABC News."

The Rest of the World Report | Wednesday, March 25, 2026 — Morning Edition
The US sent Iran a 15-point peace plan. Most of it is what Iran already agreed to before the war started.
① The 15-point plan is public. Its nuclear core maps closely onto what Iran had already agreed to in Oman — one day before the US attacked. Iran's military says it will never deal with Washington. Iran's diplomats are quietly reading the plan. Israel is not part of the talks and is still striking.
② Iran formally told the IMO that "non-hostile" ships can transit Hormuz — in coordination with Iranian authorities. One Thai tanker made it through. Five vessels are transiting daily. The pre-war average was 120. Insurance companies are still not covering the route.
③ The US killed the PMF's Anbar operations commander during a security meeting in Iraq. Iraq's National Security Council has formally authorized the PMF to retaliate "with all available means." Iraq is being struck by both the US and Iran, has no sitting government, and is formally protesting both sides simultaneously.
④ Russia launched nearly 1,000 drones at Ukraine in 24 hours — one of the largest attacks of the war. A UNESCO World Heritage Site in Lviv caught fire. A maternity hospital was struck. Ukraine hit Russia's biggest Baltic oil port in response. Zelenskyy said plainly: Russia is helping Iran carry out strikes, and Ukraine is running short of missiles because Washington is focused elsewhere.
⑤ Iran's military rejected the 15-point plan in the sharpest terms possible. Iran's counter-demands include reparations, full sanctions relief, and legal guarantees against future US interference. The person whose decision actually matters — Mojtaba Khamenei — has said nothing publicly since the war began.
⑥ French authorities raided the Paris offices of Swiss private bank Edmond de Rothschild in connection with the Epstein case. The accountability proceedings are happening in Europe. The story is almost entirely absent from American coverage this week.
