Letter of counseling after first mess up

today for the first time in my fed career I forgot to include my branch manager in addition to my lead in a calling out sick email. since I was sick and left my laptop at work as well over the weekend I couldn’t login to request sick leave or report that I would be out sick on our checkin thing for work. my branch manager sent an email saying since I forgot to inform her I would be out, didn’t request sick leave (using my computer that was on site), and didn’t put the correct location I would be at (using the computer that is again on site) that she is setting up a meeting up with to discuss expectations and I bet do a letter of counseling too in that. I am not saying I didn’t mess up, however for my first time doing this or having to be told about this am I wrong to think this is a knee jerk reaction?
