That looks like very deliberate and painstaking rework soldering hundreds of individual wires from PCB to chip and tapping a few off to that ribbon cable.
@catsalad (if it was me doing this I'd have made an interposer flex PCB which adds a bit of lead time but has better signal integrity and avoids fragile spaghetti like this)
