Yeah it's super arbitrary but well-founded.
I was chatting with friends one day. Later that night when I got home, I math'd the number.
Take a billionaire, allow them and their family to have two mansions in the world, a modest staff of three to six people in each home, & capacity to do the 1% fuckery that they like to do.
I made some modest estimations, assuming a fine return on invested money, they should be able to live a good life at $78m. That's it. But still 5% wealth tax.

OB is one of the spokesfolks from what would be called the fringe left (Nouveau Parti Anti-Capitaliste) who regularly perceives and elucidates where we need to go and is mostly pretty roundly ignored when he isn't being shouted down.
