Not as means to stifle it, but as like a "Performance Review", asking critical questions like:

  • Why was this regulation put in place?
  • What was the intended outcome?
  • What is the actual outcome?
  • What consequence do we take from any disparities of the latter two?
  • Is this even relevant anymore, or some abandoned vestigal rule that doesn't apply because it's rationale & reasoning doesn't exist anymore?

And then act accordingly.

  • Ideally requesting public testimonials and comments from those affected, mandating a 1:1:1 parity between those at the compliance (i.e. businesses), enforcement (i.e. city authorities) and beneficiary (i.e. consumers) side.
