As with all bureaucracies if it can target compliant people / easy to deal with people it will do so over actual violent thugs because it makes bureaucrats feel like they are doing something to justify their paycheck whilst dealing with people who aren't going to fight back. I currently have a plan. It works well for me. Is it expensive? Yes. But if I switch plans, there's no telling how much I'm going to have to pay under the new plan. The estimates presented by the marketplace are for textbook cases. I'm not a textbook care, and have never been a textbook case.
Yes, I looked at my EOBs... what my insurance pays is based on a discount they've negotiated... What's to say that the next insurance company is going to have as good or better a discount?

Look at any industry, not just tech, it's the same everywhere, same thing can be found in healthcare, same thing in education, same thing in military, etc. Every industry is top heavy with bureaucrats/managers. Somehow this isn’t enough. The customer service folks can’t talk to her unless her account is “verified with her PIN” but it’s not her ATM PIN, it’s something she set up 20+ years ago and hasn’t needed since and doesn’t remember
They can’t help her update this PIN because her account isn’t verified.
