Does a leftover seat method that ranks the parties by relative fraction (fractional part divided by the whole number before it) and a method that ranks division of the amount of voters by the amounts of already obtained always give the same seat result? In theory, the US federal system with 3 counterbalancing bodies to ensure none assumes disproportionate power and that there is appropriate accountability is meritorious.
But it's been deeply corrupted and distorted by a mix of big money/lobbyists, gerrymandering, stacking and buying SCOTUS judgeships, wildly divergent State voting systems, massive voter suppression, filibustering etc.

I was thinking about voting systems earlier: has there been research into a system where the probability of a decision being made is a monotonic function of its votes?

Party Representation advocates fighting to replace one flawed electoral system feature (plurality) with another flawed feature (party lists).

If plurality is found to be "unconstitutional" (it won't be, given British worldview origins of constitution), so will party lists.
