Public Service Announcement: If you've worked in the UK, and you've changed the UK number that you use for accessing Gov.UK services, it is impossible to restore access because the default recovery workflow requires UK-issued photo ids: either a UK passport, or a UK driving license, are mandatory, even if you never had one or provided one in the first place.

Happily enough, as long as you keep your National Insurance Number, you can create a new Gateway ID, but this time following the steps provided by @the3million in this link, using the GOV.UK ID Check app… that way, if you have a biometric passport, and access to a modern enough iPhone or Android phone with contactless payment built in, you can verify your identity with non-UK passports.
