Part of the goal of the OIA was to encourage exactly that. To create a cost to keeping it secret, so risk averse decision-makers were nudged towards openness. The fact that the MBA pod people who run the C Suites of public agencies these days haven't taken the hint isn't a failing of the OIA or the transparency safety-valve it provides.
