COMPLICATED.
It will be safe to call Aurangzeb as the first Muslim Mughal Emperor. He was a religious zealot.
His cruelty had to do with his territorial ambitions, religion provided a convenient formula for him to go about it. He considered himself as 'Sword of Allah' and was the reason for decimation of Mughal Empire.

3. Feroz Shah Tughlaq ( 1351 - 1388 )
RELIGIOUS FANATIC
He was the lesser known cousin of Mohammad Bin Tughlaq.
A complete religious zealot, he killed, oppressed and was entirely under the control of religious 'scholars'. Tax defaulters who won't convert to Islam were executed.
A poster child for right wing propaganda.

4. Allauddin Khilji ( 1296 - 1316)
NOT RELIGIOUS FANATIC
One of the most powerful Sultans ( Mark the word, it is significant).
Though affiliated to the Caliphate, Allauddin Khilji detested religious scholars. His brutality was not theocractic, but with authoritarianism. Treachery, even the suspicion of it, was dealt with ruthlessness. He was the only ruler who defended his kingdom from Mongols successfully. He massacred 20,000 (or 60000?) Mongols in a matter of days.
