Israel informed its High Court that #IDF lacks effective control over #Gaza and therefore cannot secure humanitarian aid. #Haaretz revealed that the military deliberately allows armed Palestinians affiliated with two prominent Rafah clans to extort "protection money" and loot aid trucks. This systematic blocking and looting occurs with the IDF's tacit approval in a designated "looting zone" near the crossing, resulting in recent UN reports of 97 out of 106 convoy trucks being plundered.
The state maintains it will not allow private merchants to bring food and goods into Gaza, while aid organizations argue this policy, combined with the permitted looting, effectively prevents aid from reaching civilian population.

So, Israeli human rights organizations urgently petitioned in March (!) to prevent humanitarian disaster, yet the High Court has repeatedly allowed the state to delay responding while conditions deteriorate. Meanwhile, as documented in the article, the state now claims it cannot secure aid delivery while simultaneously allowing systematic looting in designated "looting zones" - a combination of policies and practices that effectively prevents aid from reaching civilians in need. The state's latest response to the court denies responsibility by claiming lack of "effective control" in Gaza, even as it maintains control over aid entry points and reportedly enables interference with aid delivery.
