I think that is about protecting them from getting caught & having the garment hanging better in shops. You’re meant to remove that tacking after purchase. I often feel tempted to tell people this when I see that they haven’t removed the tacking on a vent on a coat or jacket. (But I resist the temptation!)
Either that or pockets so small because yeah no woman or anywho who wears "women's" clothes ever uses phone 😭
Many higher end tailored items, whether jackets or pants, have the pockets tacked shut to keep their shape in shipping and in stores. It also means that an alterationist can make changes around them without distorting the lines.
The stitches should be further apart to make it easier to rip them with a seam ripper.

I recently replaced my coat, which was ten years old and falling to pieces. When I bought it, every coat had two inside pockets, a few fancy ones had three (not ones I could afford). Now, most of them including ones from places like Moss Bros had one. The two side pockets are still there, but the fashion is now for the stupid diagonal ones that can hold half as much as proper ones.
I remain of the 19th century opinion that the skill of a tailor is measured by the number of pockets that they can insert without distorting the lines of a garment.
