A few people have noted this may come from Private Eye or from another satirical newspaper. I did a quick search earlier but did not find it, and that's about all I plan to do to find its origin. I am happy to laugh heartily.

@als Thanks! Someone else pointed this out earlier, too. I took a quick look to see if I could find it, but no dice. I added a comment to this effect to the thread so that nobody is confused, but the content doesn't really make the source critical to me so I'm not going to look further.
