I looked at the full report. They are actually proposing managed degrowth which they contrast with (unmanaged, though they don't say that) aggregate degrowth. Their contrast of sufficiency with degrowth is disingenuous: sufficiency is an integral part of #degrowth.

It looks a bit naive in that the needed factors are unlikely to come together in the way needed.As JH says, it won't happen without struggle. Even then I'm very pessimistic.
