Потенциально цифровой рубль позволяет весьма эффективно контролировать движение средств в экономике. И для целей налогообложения, и в других целях.

Однако наличные остаются возможностью уклониться от контроля цифрового рубля.

Создание сети подконтрольных ЦБ банкоматов позволит частично решить эту проблему. Современные банкоматы не только ведут видеофиксацию, но (некоторые модели) и умеют считывать номера купюр. Это приближает их (по степени контроля) к цифровому рублю.
