Who "slapped" them with this bill? The government? if so, that's hardly in accord with a free market, and thus in direct violation of capitalism.
When the government does something, that is what the #socialist supports. #Socialism says "the government knows better than we do; it should be in control, at the point of a gun". The #capitalist says "individuals know best what is good for them; they should decide, and both profits and losses from those decisions should be theirs".

One way of looking at this is that #China, a Terrestrial nation within our shared #atmosphere, has spent $5Bn on maintaining that atmosphere by providing #solarpanels to the world. And has infrastructure.
