This STARS (Strategically Targeted Affordable Roadway Solutions) study will assess operational and safety conditions along Emmet Street (US 29 Business) and US 29 (Seminole Trail) in the City of Charlottesville and Albemarle County between Barracks Road and Woodbrook Drive. The study will also assess operational and safety conditions at the interchange between US 29 / Bus US 250 and US 29 / Emmet Street within the City of Charlottesville. US 29 is designated as a Corridor of Statewide Significance (CoSS) serving as the primary north-south route for the region. Within the study area US 29 functions as both a principal arterial connecting regional traffic to I-64 and US 250 to the south and to US 17 and I-66 to the north as well as a local business route providing primary access to Albemarle County s Places29 Development Area the Barracks Road shopping center in the City of Charlottesville and the University of Virginia. This confluence of significant regional through traffic and heavy local traffic produces operational and safety challenges. The Annual Average Daily Traffic (AADT) along this section of Seminole Trail is approximately 56 000 vehicles per day (vpd). The Annual Average Daily Traffic (AADT) passing through the US 29 / Bus US 250 and US 29 / Emmet Street interchange is approximately 75 000 vehicles per day (vpd). The study will consider and develop potential safety and operational improvements for vehicular bicycle pedestrian and transit users in the study area and develop cost estimates for the preferred alternatives. The study will not set construction dates for any of the alternatives. The purpose of this study is to develop proposed improvements that localities can pursue for funding and consider including in their comprehensive plans.
