Wow! I never thought about things this way. The idea is that for some activities, you want to minimize the worst (eg FDA tries to prevent food poisoning), and some activities, you want to maximize the best (eg art, science). The former is a weak-link and the latter a strong-link problem.

I'm debating whether education is a strong-link or weak-link problem. I can see arguments either way, also are Ug/Grad opposite🤔.
