🚄🇬🇧 The Department for #Transport has outlined plans for a new accountability framework for Great #British #Railways (GBR), including a single licence covering #infrastructure and passenger services. GBR would oversee the railway, while the Transport Secretary would retain strategic oversight, funding control and powers to issue directions.

The Office of Rail and Road (ORR) would regulate performance and enforce licence conditions, while a passenger watchdog would oversee #consumer standards. Separate arrangements are also proposed for #Scotland and #Wales.

The licence would replace multiple existing licences and cover passenger standards, asset management, retail practices, environmental responsibilities and wider rail cooperation. #Freight and open-access operators would continue to hold separate licences.

The DfT said the proposals are not final and further consultation will take place later this year.
